Rebecca C. Fan

Dr. Rebecca C. Fan is a social scientist and an advanced research fellow at the Research Institute for Democracy, Society, and Emerging Technologies of the National Science and Technology Council (NSTC-DSET). She is responsible for two thematic areas of policy advocacy: (1) artificial intelligence and (2) quantum technologies. Prior to joining the NSTC-DSET, she was a postdoctoral fellow at the Research Center for Information Technology Innovation and the Information Law Center at the Institutum Iurisprudentiae of Academia Sinica. Her research is interdisciplinary that investigates emerging technologies to evaluate their impact on society and human rights. This line of work has benefited greatly from the University of California at Berkeley, where she was a postdoctoral visiting scholar at the Center for Science, Technology, Medicine, and Society (CSTMS) as well as the Simons Institute for the Theory of Computing.
