
Research Institute for Democracy, Society and Emerging Technology (DSET), located in Taipei, is dedicated to advancing cutting-edge research and fostering international collaboration at the intersection of technology and democracy. The Democratic Governance Team focuses on the impact of technological issues, such as artificial intelligence and foreign information manipulation and interference on democratic practices in Taiwan and globally.
DSET contributes a Taiwanese perspective to the global tech-geopolitical policy landscape. We achieve this by publishing English policy reports and expert commentaries, and by engaging in 1.5-track tech diplomacy to participate in international think tank discussions and policy-making processes. Our aim is to foster an international consensus that shapes policy actions.

Research Fellow (Ph.D. level, Master’s level)
Non-Resident Fellow
Policy Analyst
- Familiarity with the impact of forward-looking technological issues on society and democratic governance, possessing professional expertise, and issue sensitivity.
- Ability to write reports with English as the primary working language.
- Participation in international cooperation and exchanges with policy think tank communities in countries such as the United States, Japan, and Europe.

II. Job Requirements
A. Research Fellows
- One to three years of experience as a project lead, responsible for setting agendas, planning, chairing, and executing one or more team-based projects.
- Proficiency in writing and publishing policy research in English, with one to three years of practical experience participating in cross-national research and international presentations using English.
- Professional knowledge and insights into AI development trends, current international focus areas, and their multifaceted impacts on sovereignty, education, labor, culture, or security.
- Familiarity with critical issues affecting society and democracy, such as information manipulation, with the ability to provide in-depth research and policy recommendations.
- Ph.D. degree, or more than three years of policy research experience.
B. Non-Resident Fellows
- Ability to plan and execute research projects, and write policy reports and media submissions in response to critical technology issues.
- Participation in international academic presentations and research collaborations, promoting cross-national cooperation and exchange.
- Professional knowledge and insights into the development trends of critical technology-related issues, such as artificial intelligence and information manipulation, current international focus areas, and their multifaceted impacts on society and democracy.
- Fluent in written and spoken English.
- Currently pursuing a Master’s or Ph.D. degree abroad.
C. Policy Analysts
- Familiarity with domestic and international trends and the latest focus areas concerning critical technology issues, such as artificial intelligence and information manipulation.
- Proactively explore topics aligned with the DSET Democratic Governance Team’s research agenda, develop their research expertise, and write project policy reports and international media submissions.
- Collaborate with project leads to advance research progress, execute data collection and compilation, reading and analysis, textual editing, and interviews.
- Ability to assist with academic event preparation, interview outreach and scheduling, interview outline preparation, interview result organization, and support overall project management and administrative tasks.
- Bachelor’s or Master’s degree.
III. Preferred Qualifications
- Native English proficiency or fluent in a second foreign language other than English.
- Experience working in a foreign policy think tank, participating in policy formulation or research in related fields.
IV. Compensation
Negotiable (Regular salary starting from NT$40,000, with flexible adjustments based on previous salary slips and compensation standards for similar positions domestically and internationally).
