Energy Resilience Team Recruitment (Research Fellow / Non-Resident Fellow)

Research Institute for Democracy, Society and Emerging Technology (DSET), located in Taipei, is dedicated to advancing cutting-edge research and fostering international collaboration at the intersection of technology and democracy. The Democratic Governance Team focuses on the impact of technological issues, such as artificial intelligence and foreign information manipulation and interference on democratic practices in Taiwan and globally.

DSET contributes a Taiwanese perspective to the global tech-geopolitical policy landscape. We achieve this by publishing English policy reports and expert commentaries, and by engaging in 1.5-track tech diplomacy to participate in international think tank discussions and policy-making processes. Our aim is to foster an international consensus that shapes policy actions.

The Energy Resilience Team focuses on Taiwan’s energy security, climate resilience, and strategic energy issues at the intersection of geopolitics, technology, and sustainability. Research areas cover energy security under Taiwan Strait crisis scenarios, Taiwan’s strategic role in net-zero technology supply chains and international cooperation, resource use in semiconductor and AI infrastructure, and China’s energy strategy and climate diplomacy.

I. Positions Available & Overview

A. Research Fellow (Ph.D. level, Master’s level)
B. Non-Resident Fellow

  • Familiarity with critical energy, climate, and technology issues, professional expertise, and policy insight.
  • Ability to produce high-quality policy reports in English.
  • Participation in international research collaborations and conferences, representing DSET in global forums.

II. Job Requirements

A. Research Fellows 

  • Plan and lead research projects; manage policy analysts, data analysts, and research assistants.
  • Combine OSINT analysis with interviews of domestic industry, government, and international partners to produce long-form policy reports and short policy briefs.
  • Present research findings at domestic and international conferences; provide policy consultations and interviews.
  • Ph.D. in relevant fields with English-language publications; or Master’s plus 3+ years of relevant research project experience and publications.
  • Experience in industry or policy research institutions, team management, and international exchanges is a plus.
  • Fluent in Mandarin (native) and English for policy writing and presentations.

B. Non-Resident Fellows

  • Assist in research tasks as assigned by Research Fellows; coordinate with international think tanks.
  • Contribute to editing and writing long-form policy reports and short policy briefs.
  • Represent DSET in domestic and international conferences and provide policy consultations.
  • Currently pursuing a Master’s or Ph.D. abroad with relevant English-language publications.
  • Able to commit at least 12 hours per week.
  • Fluent in Chinese (native) and English for policy writing and presentations.

III. Preferred Qualifications

  • Native English proficiency or fluent in a second foreign language other than English.
  • Experience working in a foreign policy think tank, participating in policy formulation or research in related fields.

IV. Compensation

Research Fellows: Negotiable (Regular salary starting from NT$40,000, with flexible adjustments based on previous salary slips and compensation standards for similar positions domestically and internationally).

Non-Resident Fellows: Negotiable

Research Fellows: DSET Office (Taipei)

Non-Resident Fellows: Remote
