The Research Institute for Democracy, Society and Emerging Technology (DSET) will hold its Annual Forum on 6 June 2026, bringing together international experts and representatives from Taiwan’s government, industry, and academia to discuss cooperation between Taiwan and international partners on semiconductors, AI, robotics, energy security, and non-red drone supply chains.

This year’s speakers include:

  • Chris Miller, author of Chip War;
  • Four former senior U.S. White House National Security Council officials responsible for technology and national security policy from 2017 to 2025, spanning the first Trump administration, the Biden administration, and the second Trump administration;
  • A former senior White House official who contributed to the current Trump administration’s AI Action Plan;
  • Three experts from Ukraine specialising in drones, supply chains, and energy security;
  • Three leading companies participating in public discussions in Taiwan for the first time: Boston Dynamics in robotics, Anthropic in AI, and Andreessen Horowitz (a16z) in technology venture capital;
  • Representatives from the unmanned systems industry with close cooperation with Taiwan, including Anduril and the Association for Uncrewed Vehicle Systems International (AUVSI);
  • And representatives from leading national security and technology institutions, including the Special Competitive Studies Project (SCSP), the Center for Strategic and International Studies (CSIS), the Center for a New American Security (CNAS), the Sasakawa Peace Foundation, and more.

【Session Overview】

Session I: Semiconductor Supply Chain Resilience Dialogue: The Next Step in Taiwan–U.S. Semiconductor Supply Chain Cooperation

This session will focus on the development of Taiwan–U.S. semiconductor supply chain cooperation, while taking stock of China’s semiconductor industry strategy and examining the collective challenges facing democratic allies, as well as possible countermeasures.

Speakers will include Chris Miller, author of Chip War; Tarun Chhabra, Head of National Security Policy at Anthropic, a frontier AI model company; former senior White House National Security Council officials responsible for technology and national security affairs; and Taiwan representatives including Terry Tsao, Global Chief Marketing Officer and President of Taiwan at SEMI, and Jeremy Chang, CEO of DSET. By revisiting the policymaking process behind Taiwan–U.S. semiconductor cooperation, the session aims to explore future directions for collaboration.

Session II: AI Supply Chain Resilience Dialogue: Global Competition from Models and Security to Intelligent Robotics Applications

This session will focus on pathways for cooperation between Taiwan and its international allies across AI models, security, and intelligent robotics applications.

Dean Ball, a former senior White House official who contributed to the current Trump administration’s AI Action Plan; the Vice President of SCSP; a national security advisor at leading technology venture capital firm a16z; and Kai-Shen Huang, Director of DSET’s Democratic Governance Program, will discuss the critical role of AI in geopolitical competition and Taiwan’s response strategies. The Chief Legal Officer of Boston Dynamics and the President and CEO of the Association for Uncrewed Vehicle Systems International (AUVSI) will further examine supply chain cooperation between Taiwan and its allies in global intelligent robotics and intelligent uncrewed systems.

Session III: Taiwan Energy Resilience Dialogue: Examining U.S.–Japan–Taiwan Energy Security Cooperation through Taiwan Strait Wargames and the Ukraine Experience

This session will examine how Taiwan can strengthen cooperation with allies to enhance energy security resilience under emergency conditions, drawing on lessons from the Russia–Ukraine war, recent international Taiwan Strait wargame reports, and real-time maritime data.

Representatives from DiXi Group, a Ukrainian energy think tank, will share wartime experience from Ukraine. A wargame project lead from CSIS, a former Chief of Staff of the Japan Maritime Self-Defense Force, and Tsaiying Lu, Director of DSET’s Energy Security and Climate Resilience Program, will bring together findings from dozens of U.S., Japan, and Taiwan wargames on Taiwan Strait conflict, maritime blockade, and quarantine scenarios to offer policy recommendations. Wen-Sheng Tseng, Chairman of Taiwan Power Company, will discuss Taiwan’s energy security preparations and propose areas for international cooperation.

Session IV: Drone Supply Chain Resilience Dialogue: Taiwan–U.S.–Ukraine Cooperation on Drone Supply Chains

This session will focus on how Taiwan can cooperate with Ukraine, the United States, and other countries on drone supply chains.

Anduril, a U.S. company working closely with Taiwan; Thunder Tiger, the first Taiwanese company to receive the U.S. Department of Defense’s Blue UAS certification; and the author of the recent CNAS report Taiwan’s Hellscape: Rethinking Asymmetric Defense, which has drawn significant attention in Taiwan, will analyse the prospects for Taiwan–U.S. drone cooperation. A former Ukrainian defence attaché to the United States from the Ukrainian Freedom Fund, together with a representative from the Snake Island Institute, a Ukrainian defence think tank, will examine the development strategy of Ukraine’s drone industry. Cathy Fang, Policy Analyst at DSET, will present directions for Taiwan’s international cooperation based on DSET’s research interviews with more than 50 drone companies from Taiwan, Europe, Ukraine, and the United States.
