
Last Friday (January 23), Dr. Jeremy Chih-Cheng Chang, CEO of the Research Institute for Democracy, Society and Emerging Technology (DSET) and Director of its Economic Security Program, together with program directors and analysts from across DSET, participated in the 2026 International Strategy Forum (ISF) Global Summit hosted in Taipei by the Special Competitive Studies Project (SCSP).
The summit convened 82 emerging leaders from 34 countries, representing governments, international organizations, private-sector firms, think tanks, and academic institutions. SCSP works closely with a global network of partners to examine U.S.–China technology competition, bridge the technology and national security policy communities, and develop policy-oriented solutions.

Following its first ISF forum in Taiwan last year, SCSP returned to Taipei this year and again invited DSET to engage directly with forum participants. DSET program directors delivered breakout briefings and discussions with ISF fellows on a range of issues, including Taiwan’s semiconductor policy and industrial development, Taiwan’s energy security preparedness and resilience in the event of a potential cross-strait blockade, international cooperation in Taiwan’s drone industry, non–red supply chains, and foreign information manipulation and interference (FIMI).

Participants from DSET included Dr. Chang; Dr. Tsai-Ying Lu, Director of the Energy Resilience Program; Dr. Kai-Shen Huang, Director of the Democracy Governance Program; and Cathy Fang, Policy Analyst in the National Security Program.

SCSP is a long-term partner of DSET. The two institutions signed a memorandum of understanding in 2024, and DSET has twice invited SCSP to Taiwan to participate in its annual International Forum on Supply Chain Resilience, meetings that also included a meeting with Vice President Hsiao. In June 2025, DSET hosted the Taiwan Technology and National Security Forum at SCSP’s AI+Expo, focusing on Taiwan’s democracy, defense, and industrial resilience. Throughout the same year, DSET and SCSP also co-hosted multiple policy briefings in Washington, D.C., covering topics such as semiconductors, drones, subsea communications cables, and energy cables.
