Sweden’s ISDP Meets with DSET to Discuss Taiwan-Europe Collaboration on Semiconductors, UAVs, and Energy Technology

On May 12, 2025, a delegation from the Institute for Security and Development Policy (ISDP) visited DSET to discuss potential cooperation between Taiwan and Europe in key technological sectors. The delegation included Dr. Niklas Swanström, Executive Director of ISDP; Agust Borjesson, Director and Research Fellow at the Stockholm Taiwan Center; and Yi-Chieh Chen, Project Manager and Research Fellow.

The visit follows DSET Deputy Director of Economic Security, Min-Yen Chiang’s participation in the Taiwan-Nordic Forum 2025, hosted by ISDP in Stockholm. At the forum, Chiang joined European and Taiwanese scholars and experts to discuss critical issues such as supply chain security and geopolitical stability. He emphasized the strong complementarity between Taiwan and Europe in the evolving global semiconductor supply chain.

During the ISDP delegation’s visit to Taiwan, both parties engaged in discussions on strengthening the resilience of the semiconductor industry, the rapid development of drone technology, and advancements in critical energy technologies. Against the backdrop of rapidly shifting global geopolitics, both sides underscored the need to enhance collaboration among democratic allies.

DSET CEO Jeremy Chih-Cheng Chang highlighted Taiwan’s pivotal role in the global semiconductor supply chain and shared insights from DSET’s latest report, The Great Siege: The PRC’s Comprehensive Strategy to Dominate Foundational Chips.” The meeting also covered potential cooperation between Taiwan and Europe in the field of unmanned aerial vehicles (UAVs).

The ISDP delegation shared their research and observations on Taiwan-Europe supply chain collaboration. Dr. Swanström stressed the urgent need for Europe to build a more resilient supply chain system. He also pointed to both challenges and opportunities in developing independent satellite networks and advancing the green energy transition. He emphasized the importance of working with technologically advanced partners like Taiwan.

Both sides expressed strong interest in deepening cooperation. DSET welcomed ISDP’s proposals for future collaboration and looked forward to promoting Taiwan-Europe technological exchange and joint initiatives through concrete projects.
