U.S. Congressional Staff Delegation Visits DSET to Exchange Views on National Security and Supply Chain Resilience

On April 17, DSET welcomed a bipartisan delegation of eight U.S. congressional staffers for an in-depth exchange of views on key issues including national security and the resilience of the semiconductor supply chain.

In his welcoming remarks, DSET CEO Dr. Jeremy Chih-Cheng Chang expressed his appreciation for the longstanding support of Taiwan by various congressional offices. He noted that the current U.S.-Taiwan relationship faces growing uncertainty and urged continued Congressional efforts to strengthen bilateral cooperation.

Dr. Chang also introduced DSET’s latest report, “The Great Siege: The PRC’s Comprehensive Strategy to Dominate Foundational Chips”, which analyzes how China’s expansion of subsidies in mature-node chip production is increasingly drawing allied tech ecosystems into dependence on PRC-made components—posing significant national security and economic risks. He called on Congress to continue supporting the ongoing U.S. government investigation into PRC mature-node semiconductors and to explore collaborative solutions with Taiwan.

DSET also conveyed Taiwan’s concerns on a range of issues, including tariffs on Taiwanese goods under the Trump administration, U.S.-Taiwan cooperation on unmanned systems, semiconductor export control reforms, and ongoing delays in U.S. arms deliveries. DSET expressed hope for continued congressional engagement on these matters.

The visiting delegation, representing both chambers and parties, reaffirmed bipartisan support in Congress for U.S.-Taiwan cooperation in technology and national security. DSET will continue to expand engagement with allied governments, think tanks, and legislatures to share its research and foster deeper collaboration between Taiwan and its partners.

The delegation included six congressional staffers from the U.S. House of Representatives and two from the Senate, with balanced party representation. Participants included:

  • Ms. Marshele Bryant from the office of Rep. Mike Quigley (IL; member of the Congressional Taiwan Caucus)

  • Ms. Abigail Jung from the office of Rep. Scott Perry (PA; member of the Congressional Taiwan Caucus)
  • Mr. Jaliya Nagahawatte from the office of Rep. Young Kim (CA; member of the Congressional Taiwan Caucus)
  • Ms. Clare Plassche from the office of Rep. Jared Moskowitz (FL; member of the Congressional Taiwan Caucus)
  • Ms. Tiffany Mortimore from the office of Sen. John Barrasso (WY)
  • Mr. Benjamin Schiller from the office of Sen. Patty Murray (WA)
