“Silicon Shield protects global interests” argues DSET Advisor Wu Jieh-min

DSET Advisor Wu Jieh-min and Overseas Research Fellow Min-yen Chiang have both contributed articles to The Diplomat examining Taiwan’s semiconductor industry and its connection to economic security.

In response to critiques from U.S. think tanks questioning the effectiveness of Taiwan’s so-called “Silicon Shield” in deterring Chinese aggression, Wu argues that Taiwan’s leadership in the semiconductor sector holds broader global significance. Rather than just shielding Taiwan, Wu suggests the “Silicon Shield” protects global interests.

Building on his remarks at the “Ketagalan Forum—2024 Indo-Pacific Security Dialogue” in August, Wu introduced the concept of “Silicon Shield 2.0.” He redefines Taiwan’s overseas investments in semiconductor manufacturing, such as those in Arizona, Japan, and Germany, as an extension of Taiwan’s economic power.

Wu also addresses domestic concerns in Taiwan regarding the diversification of chip production. He counters fears that spreading production internationally might hollow out Taiwan’s industry, instead framing this move as aligning Taiwan with the strategic interests of the U.S. and its allies, which ultimately strengthens Taiwan’s economic and security position.

In his article, Wu emphasizes that excluding Taiwan from formal multilateral dialogues not only harms Taiwan but also weakens democratic alliances. He calls for greater participation by Taiwan in international mechanisms to ensure a fair competitive landscape and strengthen global security ties.

Additionally, DSET’s overseas research fellow, Min-yen Chiang, also highlights in The Diplomat how China is using remote-poaching tactics to bypass regulatory barriers and recruit Taiwan’s semiconductor talent. Amid U.S.-China tech rivalry, Taiwan faces pressure from both sides. Chiang argues that Taiwan must formulate a comprehensive strategy to secure its semiconductor industry and ensure that allied nations commit to safeguarding this key strategic partner.
