Chen-Yen Chang specializes in Science, Technology, and Society (STS) studies and technology policy research related to climate change and weather forecasting. At DSET, he is responsible for research projects on Taiwan’s semiconductor industries, focusing on water and electricity supply, climate adaptation, and related challenges. His work also covers energy topics such as submarine power cables, energy reserves in the event of a Taiwan Strait blockade, and international collaboration on emerging energy technologies, including perovskite solar cells and hydrogen energy. His work and media interviews have been featured in international outlets and forums such as Nikkei Asia and East Asia Forum. He has worked on industry-academia collaboration projects with the Water Resources Agency, handling flood prevention and typhoon forecasting in Taiwan. He holds a master’s degree from the Department of Geography at National Taiwan University, with a bachelor’s degree in Atmospheric Sciences and Sociology. His master’s thesis focused on the impact of numerical models on disaster prevention policymaking.
