Dr. Chuan-Yu Chang currently serves as the President of National Yunlin University of Science and Technology and the Director of the Intelligent Recognition Industry Service Research Center. He previously held various positions, including the Dean of Research and Development, and the Director of the Incubation Center for Academia-Industry Collaboration and Intellectual Property. From 2019 to 2025, he was seconded to the Service Systems Technology Center at the Industrial Technology Research Institute (ITRI), where he served as Chief Technology Officer, Chief Digital Officer and Deputy Executive Director.

Dr. Chang has authored or co-authored more than 300 publications in journals and conference proceedings in the fields of computational intelligence and their applications to medical image processing, automated optical inspection, emotion recognition, and pattern recognition. He is a Fellow of the IET, a Senior Member of IEEE, and a Lifetime Member of both IPPR and TAAI. He served as Chair of the IEEE Signal Processing Society Tainan Chapter and Representative for Region 10 of the IEEE SPS Chapters Committee. From 2017 to 2021, he was President of the Taiwanese Association for Artificial Intelligence (TAAI), and from 2020 to 2022, he was elected President of the Image Processing and Pattern Recognition Society of the Republic of China. Dr. Chang has received multiple prestigious awards, including the National Award for Distinguished Contribution to Industry-Academia Cooperation from the Ministry of Education (2021), the Outstanding Engineering Professor Award from the Chinese Institute of Electrical Engineering (2021), the Outstanding Research Award from ITRI, and the IEEE Tainan Section Outstanding Technical Achievement Award. In 2023, he received the Distinguished Engineering Professor Award from the Chinese Institute of Engineers, and was a two-time recipient of the Future Tech Award from the National Science and Technology Council (NSTC) in 2020 and 2023. Since 2021, Dr. Chang has been consecutively listed for three years on Stanford University’s “World’s Top 2% Scientists”, in both career-long impact and single-year impact categories.
