Hsi-Min Lee

Hsi-Min Lee is a retired Admiral of the Republic of China Navy, one of the ROC military officers trained in the United States, and one of the few admirals with a submarine background. He is the author of the book “The Overall Defense Concept: An Asymmetric Approach to Taiwan’s Defense” (ISBN 9789570864878). Currently, he is a visiting fellow at the Project 2049 Institute, a strategic advisor at the Institute for National Defense and Security Research, the executive director of the CPAS at Taipei School of Economics and Political Science, National Tsing Hua University, and an adjunct professor at the International Doctoral Program in Asia-Pacific Studies at National Chengchi University. He has previously served as Chief of the General Staff, Deputy Minister of National Defense for Military and Political Affairs, and Director of the Preparatory Office of the National Defense Think Tank, Deputy Commander of the Navy Command Headquarters, Permanent Undersecretary of the Ministry of National Defense, Director of the Strategic Planning Department of Ministry of National Defense, Counselor of the Ministry of National Defense, Director of the Planning Department of the Navy General Headquarters, Commander of the 124th Fleet, Commander of the 256th Squadron, and Director of the Naval Academy Band.
