Dr. Lai Chun-Kuei is is a Research Fellow of the National Security Research Program at DSET. He earned his PhD in Asia-Pacific Studies (English) from National Chengchi University. His long-standing research interests span Taiwan’s industrial development, supply chain resilience and dynamics, sustainable development, and environmental governance, with a focus on cross-disciplinary and geopolitical issues. At DSET, his research focuses on the development of dual-use technologies within Taiwan’s democratic supply chains—including unmanned aerial vehicles (UAV), unmanned aerial systems (UAS), and communication resilience.
Previously, he served as a DAAD (Deutscher Akademischer Austauschdienst)-NTSC (National Science and Technology Council) Youth Visiting Scholar and held visiting scholar positions at Freie Universität Berlin as well as a lecturer role at Technische Universität Berlin. He has also collaborated on several government projects, including the NSTC’s Environmental Governance and Local Economy: Research on China’s Wind Energy project, the China New Energy and Social Development Research Project, and the Ministry of Education (MOE)’s Yushan Project.
